United Nations Council Backs Donald Trump's Gaza Initiative
A Security Council has voted to endorse proposals advanced by President Trump for securing a durable ceasefire in Gaza, including the introduction of an international stabilisation force and a potential route to a independent Palestine.
Broad Backing with Notable Abstentions
The resolution was passed by a tally of thirteen in favor, with China and Russia abstaining. Washington's diplomat the US ambassador informed the council chamber that it charted “a fresh direction in the region for Israelis and Palestinians and all the residents of the region alike”.
Compromise Wording on Palestinian Statehood
Addition of references to an sovereign Palestinian state was the price the US offered for endorsement from the Arab states, who are expected to contribute stabilisation troops for the global force.
“Interim measures that we begin today must be implemented in accordance with international law and upholding Palestinian rights,” Britain's representative declared.
Israeli Resistance Persists
Nonetheless, on the brink of the resolution approval, leader Benjamin Netanyahu reiterated his cabinet's adamant opposition to the creation of a Palestinian state, creating uncertainty on whether Tel Aviv will allow the enactment of the Council-backed plan.
Key Provisions of the Proposal
- Immediate lifting of ongoing restrictions on humanitarian aid into Gaza
- Formation of an multinational peacekeeping unit
- Steps toward restoration and a possible “avenue to Palestinian independence and statehood”
Vague Phrasing and Conditions
The mention to sovereignty was a balanced insertion to an initial US draft which did not mention it. Yet the language is unclear and conditional, declaring only that once the Palestinian Authority has undergone changes and the reconstruction of Gaza is advancing, “the situation may finally be in position for a feasible course to Palestinian self-determination and statehood.”
Worldwide Response
The phrasing fell far short of the strong guarantee to the building of a sovereign Palestine next to Israel sought by Arab countries, as well as European delegates, but in statements to the chamber after the approval, envoys from those states said they were ready to support the settlement in the interests of continuing the current truce and swift steps to assist and secure the millions of Palestinian residents in Gaza.
“We has finally decided to support of this resolution, a measure that we back its primary aim, namely the maintenance of the truce and the creation of conditions enabling the Palestinian population to exercise their basic entitlements to sovereignty and nationhood,” Algeria's representative declared.
Execution Hurdles
The proposal provides general supervisory power to a “stabilisation committee” chaired by Donald Trump, but of unspecified participants. The group has to inform the international body but it is not obligated by the wishes of the United Nations or by the Palestinian leadership.
It also calls for the formation of a specialized Palestinian group that is tasked with overseeing routine management of the Gaza Strip and the provision of utilities, but it is highly uncertain who would participate.
Peacekeeping Unit Mandate
The mandate of the global force authorizes it to remove and dissolve armed groups in the territory, but it is quite ambiguous that potential participating nations would be willing to engage such groups. No country has yet agreed to dispatching troops.
Additionally the standards for changes to the PA, the requirement towards moves to a sovereign Palestinian, have been unclear.
European officials said they considered it urgent that the members of the expert panel to distribute aid was agreed as without delay.
